Weather Update #19 – 9:30am
Toko Mouth is no longer isolated. Access is via Wangaloa Road. However, access via Dunedin is still closed due to slips. Power has been returned to Toko Mouth residents
Today we are busy checking on the closed roads and access what roads can be reopened as the waters recede.
With the Coast Road and Chaslands Highway slips partially opened we are checking these to make sure there have been no further slips overnight and checking the areas we were previously unable to get to.
Roading updates:
- Barnego road - road is still closed ( by pump station)
- Kaka point road - road is still closed ( someone has stolen the road closed sign last night at settlement road intersection)

Weather Update #18 – 9:30pm
Local Roads update:
- Kaka Point Road between Port Molyneux Road and Settlement Road is currently closed. Traffic is being diverted at the Balclutha side of Kaka Point Road. There is a detour from Kaka Point via Karoro Creek Road and Ahuriri Flat Road. Kaka Point is no longer a community in isolation.
- Coast Road (Milton side of Toko Mouth)
Remains closed due to a large slip which is unstable.
- A cut has been made through the sand bar on the Puerua, which should lower the water levels on the road and help drain affected paddocks.

Toko Mouth Community Update:
Toko Mouth remains isolated due to no roading access. Council contractors will reassess the road conditions in the morning. Welfare staff have been in regular contact with the residents and a team were deployed earlier today in a helicopter to assess the situation and meet the local community to further understand their needs.
Powernet have successfully made access to deliver two large generators. As a result, power has been restored to 50% of the township. Residents without power are welcome to go to the community hall for cooking or any other needs that require power.

Mount Cooee Landfill:
Mount Cooee Landfill will reopen on Sunday with business as usual.
General conserve water:
There is a general advisory to conserve water across the district due to the high levels of all rivers in the Clutha district. The water is discoloured which will take longer to treat to a drinking water standard
Wastewater Update:
Our wastewater team have been working hard on restoring treatment at the plants.
Owaka and Waihola wastewater is operating but with issues that are being addressed.
The new Owaka pumpstation is operating correctly.
Pounawea wastewater system is operational.
Balclutha wastewater is operational;
- Gormack Street pumpstation has had a major wash out in the driveway but all other pumpstations are operational.
- Hospital Creek storm water has caught up and the pumps are now shutting off and starting as they should as level rises.
- Valve up Hospital Road is holding water back in retention bund is still shut.
Kaitangata wastewater system is flooded in low lying areas and Bridport Street pumpstation is still full and submerged in water. Pond high and overflowing.
Tapanui and Kaka Point wastewater system’s are still overflowing.
Milton wastewater system is slowly catching up with the inlet well down in level.
Post-Flooding Support Update (including advice about contaminated flood water):

Rural Sector Update:
We have been working alongside other key agencies to support farming communities affected by the rainfall event.
A community-led meeting was held at Paretai today to gain an understanding of the specific challenges the farmers are facing including opening the mouth of the Puerua River to help clear flooded farmland along with stock issues, supplementary feed availability, effluent storage concerns and milk pick challenges. Agencies in attendance included Ministry for Primary Industries, Otago Regional Council, Minister Mark Patterson and Dairy NZ.
The Clutha District Emergency Operations Centre (EOC) continues to support our communities affected by this event.

Weather Update #17 - 3:00pm
Local Roads update:
- Kaka Point Road between Port Molyneux Road and Settlement Road is currently closed. Traffic is being diverted at the Balclutha side of Kaka Point Road. With high tide expected at 5:20pm it is important that the water is able to drain away. Road users are asked to please obey all signage as we are currently dealing with a wet and unstable landscape.
- Coast Road (Milton side of Toko Mouth)
Currently closed due to a large slip which is unstable. It is unclear if there are any additional slips on Coast Road until the initial slip is cleared and the road can be inspected. We have contractors now working to clear the first slip.
There is no phone reception due to a cell tower outage. Powernet are currently on site to restore power.

Toko Mouth update:
Toko Mouth is currently isolated with no road access or power. Welfare staff have been in regular contact with the residents and a team were deployed earlier in a helicopter to assess the situation.
PowerNet aims to access Toko Mouth by 5pm today with two large generators. One generator will supply electricity to some private houses and the community hall, while the second will power the larger remaining community group. A small group of residents will not have private electricity, but they can go to the community hall for cooking, hot drinks, and other needs. If any residents are still without power by 6pm tonight, they should go to the hall.

Weather event update #15– 10.00am
Roading Updates:
With the rain easing we have crews working so we can provide access to the isolated areas and partially open roads.
Our main aim is to check the main arterial roads and provide access to the isolated areas including Toko Mouth, Kaka Point, Purakanui, Long Point, Papatowhai and Measley Beach.
Once our teams have inspected the network, we will have a good idea of the extent of damage and will then be able to prioritise repairs accordingly.
At this stage, Roads closed yesterday will remain closed until they have been checked and confirmed as safe by our teams. Road closure updates will be posted on the Clutha District Council website throughout the day as they are confirmed.
State Highway 1 between Balclutha and Milton is now open, NZTA advise caution is still required.
Welfare Centres:
Te Whare Puāwai o Tokomairaro: Is now CLOSED. There are no longer any operational welfare centres, as there is no longer a need for them to remain open.
Commercial Properties Flooded
There are commercial properties with flooding in Frances St, High St and James St, Balclutha. Fire and Emergency NZ are pumping water across to the Clutha River to clear the flooding. Once the level has subsided the Building Team will perform a rapid assessment on the buildings to establish and provide advice on clean up procedures.

Weather event update #14 – 8.00am
Wastewater update:
The following wastewater treatment plants are overflowing. We have had reports of human waste around some of these areas. Please assume all floodwaters are contaminated with sewage and chemicals and avoid contact with floodwater whenever possible.

When wastewater systems are overwhelmed or shut down, it’s crucial to take steps to reduce the strain on these systems and avoid contamination risks.
Here are some key recommendations to minimize impacts:
- Use alternative toilets: If you have a camp toilet or portable facilities, use these instead of flushing your regular toilet.
- Limit flushing: Only flush if absolutely necessary to reduce the volume of water going into the system.
- Bag toilet paper: Place used toilet paper in bags instead of flushing it, to prevent further stress on the wastewater system.
- Avoid using water-heavy appliances: Refrain from using your washing machine, dishwasher, and other appliances that generate significant water runoff.
- Avoid washing cars.

Our contractors are out on the roads checking conditions and we will be updating our website as and when things change.
We are aware of some isolated communities and our welfare team are working to make contact to these communities.
We are also aware of power and cell tower outages in the district, teams are working to clear roads to make these communities accessible again.

Weather event update #12 – 9.30pm
The back pump at the Stirling Water Treatment Plant has failed. Please conserve water use until further notice.
There is still surface flooding around the district, please follow all road signs and stay off the road unless necessary.

Weather event update #11 – 6.30pm
We have had over 60 roads closed or affected by surface flooding in the Clutha District.
We strongly urge people to go home and stay home overnight.
If you have any concerns about flooding around your house, pack a bag for you and your family and if you feel unsafe leave.
Here are some updates from our team. There will be no more changes to any of the closures overnight unless things get worse.
Driving through the floodwaters is creating unnecessary damage to already waterlogged properties.
We have seen numerous road users today ignore signage and drive down closed roads. These Road Closed signs are in place for a reason i.e. slips, washouts and flooding, so please don’t put yourselves and others at risk by driving through closed roads just because you think you can make it.
FENZ and SARS will be door knocking at Pounawea and New Haven to advise people of possibility of flooding with Spring Tide.

Welfare Centres:
The Cross Recreation Centre in Balclutha and the Owaka Community Hall are being set up as a welfare centres for those in need. These centres will be open from 6pm this evening.
A Community-led centre is operating at Mt Zion Church on the main street in Milton (next door to the Milton Community Library).

Roads:
The Owaka Highway is now closed due to the Waitepeka River breaching the flood banks by Koau Rd and going over the road.
There are currently no detours available as Freezing Works Rd and Kakapuaka Rd are also closed.
Wastewater:
Due to the ongoing flooding, our wastewater systems are operating at maximum capacity or are temporarily offline in some areas. To reduce strain on the system and prevent further issues, please follow these guidelines:
- Use camp toilets if available.
- Only flush when necessary.
- Dispose of toilet paper in a bag instead of flushing.
- Avoid using washing machines and dishwashers.

Weather event update #9 – 3.30pm
Road Closure
The Kaitangata Highway is now closed between Yare Lane and Stirling. Please note the Mount Cooee Landfill is also closed due to this road closure.

Service Update: Waste & Recycling Collections Completed - Minor Disruptions Experienced
All scheduled waste and recycling collections have now been completed for Friday 4th October
Some minor disruptions to service were experienced in areas affected by flooding and road closures.
Request to Residents:
If your bin was not collected today due to these disruptions, please bring it back onto your property. Our team will make every effort to catch up on these missed collections early next week.
We appreciate your understanding and patience during this severe weather event.
Water update:
Due to the heavy rainfall a conserve water notice is in place for the Tapanui township and the Waipahi Rural Water Scheme. Please delay activities that require a large amount of water.
Wastewater update:
We are aware of the issues with Milton’s sewer system which is operating at maximum capacity. Unfortunately, we can’t address this issues until the water subsides. In the case of emergencies contact emergency services or civil defence.
Owaka Wastewater treatment plant has been switched off as it has been breached by the river and electrical equipment is under water. Treat all flood water as contaminated and unsafe.

State of Emergency declared for Clutha
Clutha District Council has declared a State of Emergency.
The declaration is due to the closure of State Highway, North of Milton, which has caused an overwhelming of services in the Clutha District.
We expect more surface flooding and there will be more road closures. We advise people not to travel. If you do need to travel, drive to the conditions and do not drive through road closures.

A Community-led centre has been set up at Mt Zion Church on the main street in Milton (next door to the Milton Community Library).

Weather event update #8 – 10.30am
Clutha’s Emergency Operations Centre was stood up overnight and we’re monitoring the Clutha River.
We have had requests for sandbags which have been delivered to the Milton Community Library for people to collect. Sandbags at King Engineering, Balclutha however, you will need to bring your own shovel.

Where possible we advise that people should stay home and not drive around taking photos.

Many of our wastewater pumpstations have had overflows. We advise people to stay out of floodwaters and treat as there is a chance that the water is contaminated.

Our contractors are out and about checking roads and are reporting surface flooding around the District.
Please take care while driving.
There has been a slip on Finlayson Road.
Caution around slip on Moturata Rd, please follow sign posts.

There is surface flooding on the main street in Kaitangata. Karoro Creek Road closed at the Kaka Point end through to Ahuriri Flat Road at the Owaka Highway end.

Weather event update #6 – 11.30pm
As the rain continues, we caution drivers to take care. Be aware of unmarked surface water on the roads. Do not drive through flood waters.
Butts Road is closed at State Highway 1.
Alexander Road is closed at State Highway 8.
Table Hill Road is closed at Milton.
Bruce Road & Finch Road are closed.
NZTA have advised that State Highway 90 between Waikoikoi and Tapanui is closed. The flood detour is via Koi Road, do not travel Koi Flat Road, this road is now closed.

Weather event update #5 – 7.30pm
The roads around Kelso will be closed by 8pm as the Pomahaka river continues to rise.
The signs on Ardmore Rd, Greenvale Rd, Winslade Rd, Wooded Hill Rd, Swamp Rd, Paradise Flat Rd will be on Road Closed and the Barriers on Ardmore Rd, Greenvale Rd and Wooded Hill Rd will be shut.
The detours are via Cross Rd (to the south) and Black Gully rd (to the north) will be signed.
Titri Rd is also closed.
There is surface flooding on Clutha Valley Rd at Pillans Rd.
There is a slip on the Nuggets Rd, it remains open.
Table Hill Road is closed between the one-way bridge and Bruce Road.

Weather event update #4 - 5pm
Clutha District Council has set up a partial Emergency Operations Centre (EMO) to monitor the potential impacts that the heavy rainfall could have on the district.
Clutha District Council (CDC) Group Controller Gavin Scott said the decision to partially open the EOC was due to the heavy rain watch issued by MetService and Otago Regional Council (ORC) modelling advice that there could be rising waters affecting Balclutha, the Pomahaka and coastal communities around the Tokomairiro area.
The heavy rain watch is in place for Clutha until 9pm tomorrow and there has been surface flooding on the district’s roads.
“Our roading contractor has been out today accessing the district’s network and putting up flooding signs and road closures as required.
“We are taking a cautious approach and advise people to stay off the roads overnight as more surface flooding is expected,” Mr Scott said.
Mr Scott also advised those out whitebaiting to be cautious of still rising river levels.
Council’s contractor will continue to monitor the roads and flooding signs will be erected where possible.
Drivers are urged to take their time and drive to the conditions and avoid driving through floodwaters where possible.
Farmers, if they haven’t done so already, are advised to safely move their stock, if they are being grazed on areas near waterways prone to flooding.
Heavy rain events can also impact the district’s water schemes. These will be monitored, and the public advised if they’re affected.

There is a heavy rain watch in place for Clutha.
Clutha District Council’s contractor has been out checking all corners of the network and attending to service requests that come through from the public.

Council asks motorists to take care on the roads and avoid driving through floodwaters where possible.

To pre-empt any flooding over night the fixed flooding signs on the below roads have been opened and they will be reviewed again in the morning unless we get notified that conditions have worsened, and a closure is required.

There has been a heavy rain warning issued for the Clutha District with up to 100mm+ rain expected over the next three days. Contractors are working around the towns checking that sump tops are clear but we ask that, if able to, residents check the drains outside their houses to ensure they are clear and free of debris.
Due to the size of the network, should there be any flooding, signage will be prioritized accordingly with regular updates sent out via Antenno, the Council's website and Council's Facebook page.
It is expected that any surface flooding will be widespread so we ask that everyone takes care on the roads and avoids driving through areas of deep flooding where possible. If you come across any flooding that we recommend notifying the Council via Antenno or phone (0800 801 350).
